About Our Department
In Josephine, our approach to land use is guided by a commitment to fostering sustainable growth while honoring fiscal responsibility and community well-being. We seek to achieve this by:
- Concentrating development in areas with existing services and infrastructure.
- Embracing diverse development models across the municipality.
- Promoting the robust expansion of our commercial landscape.
- Cultivating local ownership and active community involvement.
- Expanding housing choices for our residents.
- Designing streets that cater to various transportation needs.
- Conducting thorough fiscal assessments for informed land use decisions.
The City of Josephine recently amended the Subdivision Ordinance to adopt a Development Calendar designating specific dates each month for the submittal and resubmittal of Plat Applications. Preliminary Plat, Final Plat, Replat, Development Plat, and Plat Vacation applications are considered by the Planning & Zoning Commission the month after initial submittal, and by the City Council the month after the Planning & Zoning Commission has taken action, in accordance with Chapter 212 of the Texas Local Government Code. Amending Plats, Minor Plats, and other plat applications subject to administrative approval are also subject to the submittal and resubmittal dates in the published Development Calendar.
The Development Calendar is available in the Applications & Checklists section below.
All other development applications (Zoning, Annexation, Concept Plan, Site Plan, Engineering/Construction Plans, etc.) are accepted daily.

Capital Improvement
A capital improvement project typically refers to a significant investment in infrastructure, facilities, or other physical assets that are intended to enhance the quality of life, promote economic development, or improve public services within a community. These projects often involve large-scale construction, renovation, or expansion efforts and are funded through public resources, such as government budgets, grants, or bonds.
Examples of capital improvement projects may include:
- Road and Transportation Infrastructure: Projects aimed at building or repairing roads, bridges, highways, sidewalks, bike lanes, and other transportation facilities to improve connectivity, safety, and accessibility for residents and businesses.
- Public Buildings and Facilities: Construction or renovation of government buildings, schools, libraries, parks, recreational centers, fire stations, police stations, and other public facilities to meet the growing needs of the community and enhance service delivery.
- Utilities and Infrastructure: Upgrades or expansions of water treatment plants, sewage systems, stormwater management facilities, electrical grids, telecommunications networks, and other essential infrastructure to ensure reliability, efficiency, and sustainability.
- Community Development: Revitalization efforts in downtown areas, urban renewal projects, affordable housing initiatives, and neighborhood redevelopment programs aimed at fostering economic growth, enhancing livability, and preserving cultural heritage.
- Environmental Conservation and Sustainability: Initiatives focused on environmental remediation, renewable energy infrastructure, green space preservation, and sustainability measures to mitigate the impacts of climate change and promote environmental stewardship.
- Technology and Innovation: Investments in information technology systems, smart city initiatives, digital infrastructure, and innovation hubs to enhance service delivery, promote digital inclusion, and foster economic competitiveness.
Capital improvement projects play a crucial role in shaping the physical and social landscape of communities, driving economic growth, enhancing public safety and well-being, and improving overall quality of life for residents. They are typically planned and implemented through a collaborative process involving government agencies, community stakeholders, and private sector partners.
