City Secretary
The City Secretary is an officer of the city, appointed by the Mayor and City Council. The position of City Secretary is a statutory position required by state law. The City Secretary strives to provide quality service to the public, the City Council, and City staff. Patti Brooks currently serves as the City Secretary/Court Administrator for the City of Josephine. She is responsible for the administration and retention of ordinances, agendas for public meetings, and open record requests. Patti joined The City of Josephine as City Secretary in 2004. Patti is a member of the Texas Municipal Clerks Association.
Responsibilities
City Council
The City Secretary supports the Mayor and City Council by preparing agendas, attending City Council meetings, documenting actions, and preparing/maintaining minutes for City Council meetings.
Elections
The city secretary is the election official for the city and oversees the administration of city elections ensure compliance with all city, state, and federal election laws and policies and to ensure that city elections are conducted in a fair and impartial manner.
Boards and Commissions
The city secretary oversees the board and commission appointment process by receiving and maintaining applications submitted by residents for consideration by City Council. Agendas and minutes for each board and commission are reviewed and posted by the City Secretary.
Records Management
The city secretary is designated as the City’s Records Management Officer by state law and City Ordinance. The records management program provides for the identification, maintenance, retention, security, disposition, and preservation of City records. The City Secretary maintains the official records of the City including ordinances, resolutions, contracts, and other legal documents.
Public Information Requests
As the Records Management Officer, the City Secretary, is responsible for all public information requests. The City Secretary responds to all requests for information made in accordance with the Texas Public Information Act.
Code of Ordinances
The City Secretary coordinates maintenance and codification of the City Code of Ordinances. The City has contracted with eCode360 to make ordinances available to the public. You can access Josephine’s Code online and also that of other cities across Texas and the United States.
- Administers Oaths of Office
- Holds and maintains the City Seal, affixing it to all required instruments
- Prepare ceremonial items, such as proclamations, certificates, letters, and honorary documents
- Provide support and assistance to other City departments, the public, and City Council as may be required
The City Secretary serves as the custodian of city records, including City Council minutes, resolutions, ordinances, contracts, and other documents vital to the history and operation of the city; and, responds to all requests for information made in accordance with the Texas Public Information Act.

Candidate Qualifications
A candidate must be a resident of the City for at least 6 months immediately preceding the date of the election, shall be a registered voter of the City of Josephine as of the filing deadline, and shall not have been finally convicted of a felony criminal offense.
A candidate for mayor must be a resident of the City for at least one year immediately preceding the date of the election, shall be a registered voter of the City of Josephine as of the filing deadline, and shall not have been finally convicted of a felony criminal offense.
Ballot by Mail
Collin and Hunt County registered voters are eligible to request and receive a ballot by mail if any of the following conditions prevents them from voting in-person during the early voting period or on election day:
- Expected absence from the County during both the early voting period and on election day. (The ballot must be mailed to an address outside the County.)
- Disability
- 65 years of age or older
- Confinement in jail and not finally convicted of a felony.

Notice of Voter Order Priority
An election officer shall give voting order priority to individuals with a mobility problem that substantially impairs the person’s ability to move around.
Texas Voter ID
On August 10, 2016, a federal district court entered an order changing the voter identification requirements for all elections held in Texas after August 10, 2016 until further notice. As a result, voters who have obtained an acceptable form of photo identification for voting listed below are still required to present it in order to vote in person in all Texas elections. The acceptable form of photo identification may be expired up to four years.
Voters who have not been able to obtain one of the forms of acceptable photo identification listed below and have a reasonable impediment or difficulty to obtaining such identification, may present a supporting form of identification and execute a Reasonable Impediment Declaration, noting the voter’s reasonable impediment to obtaining an acceptable form of photo identification, and stating that the voter is the same person on the presented supporting form of identification.
Here is a list of the acceptable forms of photo ID:
- Texas driver license issued by the Texas Department of Public Safety(DPS)
- Texas Election Identification Certificate issued by DPS.
- Texas personal identification card issued by DPS.
- Texas license to carry a handgun issued by DPS.
- United States military identification card containing the person’s photograph.
- United States citizenship certificate containing the person’s photograph.
- United States passport
With the exception of the U.S. citizenship certificate, the identification must be current or have expired no more than 4 years before being presented for voter qualification at the polling place.
