In 2021, the Josephine City Council made a significant move to enhance the efficiency and effectiveness of the city’s operations by creating the position of City Administrator. This role, established through a city ordinance, is crucial for implementing City Council policies and providing oversight of all departments to ensure the city’s operations run smoothly and efficiently. The City Council’s decision to appoint a City Administrator highlights their commitment to effective municipal management and community development.

City Administrator

Lisa Palomba was appointed as Josephine’s first City Administrator in November 2021, bringing over 14 years of municipal government experience to the role. Prior to joining the City of Josephine, Lisa served as the City Administrator for the City of McLendon-Chisholm in Rockwall County. Her background in municipal government includes various leadership roles in city management, community services, city planning, and development. As City Administrator, Lisa oversees and collaborates with all city departments to achieve the city’s goals and serve the community effectively. Lisa holds a Bachelor of Arts in Government & Politics and a Master of Public Administration (MPA) from the University of Texas at Dallas, with a focus on local government management and city planning. As a servant leader, Lisa is dedicated to the continuous improvement of Josephine, consistently working towards enhancing the quality of life for its residents as she carries out the vision and policies established by the City Council.

The City Administrator’s Office is responsible for:

• Implementing City Council policy
• Oversight of all City departments
• Providing day-to-day leadership
• Assuring an efficient and equitable delivery of City services
• Initiating and developing short and long-term special projects
• Managing the City’s inter-governmental relations and public information functions
• Coordinating residential and commercial development activity
• Directing major economic development projects
• Coordinating and supervising activity with all City contracted service providers
