Finance Department

The Finance Department manages the City’s finances and provides accounting and financial support to all municipal departments and the City Council in a timely, accurate, competent, and courteous manner. Additionally, the department protects City assets, both real and intangible, as well as ensuring the City’s compliance with Federal, State, and local laws and regulations and conform to Financial Accounting Standards Board (FASB), Government Accounting Standards Board (GASB), Government Finance Officers Association (GFOA), and Public Funds Investment Act (PFIA) of Texas.

The Department’s primary functions and responsibilities are:

  • Financial reporting and oversight of various external audits
  • Maintenance of the City’s financial system of record
  • Budgeting for City operations
  • Compliance with applicable regulatory statutes and City policies
  • Capital financing (debt) and portfolio management
  • Administering the City’s cash investment program
  • Billing and collection for City-owned utilities
  • Administration of the City’s various tax programs
  • Payroll and benefits administration
  • Purchasing and procurement management
  • Accounts payable processing

Thank you for your interest in doing business with the City of Josephine.

The City of Josephine does not pre-qualify vendors and only registers vendors who have been awarded a contract or bid or hired to provide goods or services.

  • New Vendor Registration Form – This form is required for vendors who will be providing goods or services to the City and are not already a registered vendor.
  • W-9 – This form is required for vendors who will be providing goods services to the City and are not already a registered vendor.
  • Conflict of Interest Questionnaire Form– Chapter 176 of the Texas Local Government Code requires vendors who wish to conduct business or be considered for business with a city to file a “conflict of interest questionnaire.” The Texas Ethics Commission (TEC) created the conflict-of-interest questionnaire (Form CIQ).
  • Electronic Funds Transfer Enrollment Form (EFT) – In order to enroll in EFT, the vendor must request a form by emailing ap@cityofjosephinetx.com requesting the form. You may also contact Melissa Stillwell at (469) 717-0055.
  • Vendor Change Application – This form is required if a vendor is already a registered vendor and needs to make changes to their vendor profile.

Once the applicable forms have been completed, vendors may email these documents to Josephine Accounts Payable at ap@cityofjosephinetx.com, fax them to (972) 843-8377, or mail to City of Josephine, Attention: Finance Department, P.O. Box 99, Josephine, Texas 75164. Please expect up to 48 hours for processing.
